Andrey Zahariev is a professor and PhD in Economics with a scientific specialty of "Finance, Money Circulation, Credit and Insurance". He obtained a higher education with a master's degree in 1994. In 1999, he defended his doctoral dissertation. He began his academic career as a lecturer in 1995 (as an honorary assistant) at the "D. A. Tsenov" University of Economics and reached the academic positions of "Associate Professor" in 2001 and "Professor" in 2012, where he taught until 2024. He has held administrative positions as coordinator and director of a distance learning center, vice-rector for the training of master's and doctoral students, vice-chairman of the General Assembly, head of the Department of Finance and Credit and dean of the Faculty of Finance. He has supervised master's programs in Financial Management and International Financial Management (in English for a double diploma). He is the scientific supervisor of eighteen Bulgarian and foreign doctoral students with a defended doctoral degree. He is the author of scientific research and educational content on International Finance, Financial Analysis with MS Excel, Financial Theory, Introduction to Finance, Debt Management, Capital Management in the Company, Financial Management of Human Resources, Municipal Budget Management, Project Financing Techniques, Financial Analytics, Currencies and Foreign Exchange Transactions, Master's Seminar.
He served two terms as a municipal councilor, including chairman of the Municipal Council - Svishtov. He is the founder and first chairman of the Board of the National Association of Chairmen of Municipal Councils in the Republic of Bulgaria. He was a financial consultant for Bulgaria on USAID (LGI program), SDC and DANIDA projects. He is a member of the Union of Scientists of the Republic of Bulgaria. He was the editor-in-chief of scientific journals, worked on over 30 scientific projects as a coordinator and member of scientific teams, and led projects under Erasmus+ KA220-HED. He participated in the Advisory Council on Management and Audit of the Financial System to the Minister of Finance of the Republic of Bulgaria (2008-2009) and in the groups of the Ministry of Education and Science for the preparation of the Regulations on the State Requirements for Organizing a Distance Education Form in Higher Education.
He specialized in universities in Germany, Great Britain, Greece, Malta, Ukraine, Russia, Switzerland, Morocco, Spain, etc. He is the author of over 270 scientific publications, including over 80 in a foreign language. He is rated with a Hirsch index of 5 in Scopus, a Hirsch index of 3 in Web of Science and an h-index of 16 in Google Scholar. He reviews for the scientific journals published by MDPI, "Sustainability" (Q2), "Risks" (Q2), "Mathematics" (Q1), etc. He was awarded the honorary titles "Doctor Honoris Causa" of the Vasyl" Stus Donetsk National University, Vinnytsia, Ukraine and "Professor Honorificus" of the Artifex University in Bucharest.
In November 2024, he joined the team of the University of Insurance and Finance as a guest professor. After a competitive procedure in 2025, he took up the academic position of professor.
